Biblically, God prophesied the collection of biblical manuscript as it say,

ISAIAH 34:16 seek ye out of the sepher (writing) of the lord and read, none of it shall fail, none shall want an additional one, for my mouth it has spoken AND HIS SPIRIT IT HAS GATHERED THEM.

As you can see, the collection of the sepher of god is through the holy spirit, therefore, all people instrumental to this endeavor must have been inspired intended for that task of collection.

How was the sepher of god collected?

It was through textual criticism that sorted out the correct text from the many multiple biblical Greek manuscripts which were a mixture of correct and wrong copies. These sorted out Greek copies, along the Hebrew manuscripts makes up the sepher of god.

How was the sepher, its specific books, determined?

It was through catholic councils, who picked the necessary books circulating during the past as canon of the scriptures. Of course, it was through divine guidance.

Here is some info from the net:

Yes! Its true. As testified by prophesy, this process of collecting the sepher of god as one collective writing was through divine guidance or by the holy spirit, thus necessarily, the catholic councils, the bishops, instrumental for its fulfillment were divinely inspired. They have the holy spirit, But does it prove that they are the true church?

God, as he revealed, in many instances used evil entities for his purpose such as:

Romans 9:17

[17]For the scripture saith unto Pharaoh, Even for this same purpose have I raised thee up, that I might shew my power in thee, and that my name might be declared throughout all the earth.

Psalms 78:49

[49]He cast upon them the fierceness of his anger, wrath, and indignation, and trouble, by sending evil angels among them.

As you can see, God could use evil entities just so to fulfill a purpose, what makes catholics different? Temporarily, god lend them the holy spirit for that purpose but afterwards, being not the true church, it was necessary, for them to have it awhile in like manner how god inspired the beast horns for a purpose. We know that the beast is evil, thus any divine inspiration it has is logically temporal. It is only during the duration of the specific purpose of god.

Logically speaking!

REV 17:16-17

So, is the Catholics the recipient of the holy spirit as a testament of being the true church?

It was just temporary! Unless they are the true church, what they determined as canon of scriptures is not for them. It is for us MCGI–the true church!
